Federal Laws - The federal government typically does not get involved with restrictions on purchasing or owning cutlery or other non firearm weapons. However due to ever changing laws and regulations it is a good idea to check with your local jurisdictions on this matter. The local Police Department is a good source of information on all levels. Believe me, they do not mind answering questions concerning the laws and regulations of any weapons. You can also go to the local library and look up the information yourself. The internet is a great place to find information fast if you know where to look for it.
State Laws - Each state has different and unique views on the sale and ownership of “weapons”. Typically the state makes and passes laws that are to be used as guidelines by local Jurisdictions. The laws are to be used and expanded on, not taken away from or made less restrictive. Being familiar with your state laws is a good practice. Especially since the local jurisdictions use the state laws as guidelines from which there own restrictions are added.

Local Laws - Local laws are typically very similar to state laws in which the city or town is located. This is where it is extremely important to be familiar with your local laws and ordinances. There are some areas where the local laws are extremely limited in comparison to the state laws. For example; the state can say that the ownership of “Ninja Stars” is permitted, however, a local city or town can ban them entirely. Even though the state allows them the local area in which you live will be the deciding factor on all legal questions. Also, some areas are relaxed about the ownership of cutlery and other non firearm weapons but only if you have a legal permit to collect such items. As I have already said, it is extremely important that you check in your local jurisdictions. DO NOT be afraid to ask someone at the local Police Department.
